The Ten-Year Liability Rule 
Under the framework of the ten-year liability rule, the legislator places full responsibility on engineering consultancy offices of all types and building contractors for any defects that may affect the structures they were assigned to design, supervise, or construct. This liability extends to defects that may compromise the safety of the buildings or their users, even if such defects are due to the nature of the soil on which the affected building was constructed.
